On Thursday, August 28, we learned that the 肉肉传媒 Faculty Association (DFA) has declined the offer of interest arbitration,聽though that option remains open and available to them.聽We believe the most effective path forward is introducing a neutral third-party arbitrator to help us reach an agreement.聽Read the latest update.
Conciliation talks between the bargaining teams representing the 肉肉传媒 Board of Governors and the DFA concluded in mid-July without a collective agreement.聽The University initiated a lockout for members of the DFA as of 9:30 a.m. on Wednesday, August 20.聽
The DFA represents full-time faculty, instructors, librarians, and counselors at 肉肉传媒.
In a DFA lockout:
- Campus remains open.
- 肉肉传媒 classes taught by DFA faculty are suspended for the duration of the labour disruption.聽
- Summer courses: Contingency plans have been made for courses that are not complete, for grades that have not been entered by the due date (August 31), and for thesis defenses. More information will be forthcoming from your Faculties.聽
- Fall term courses: A list of proceeding courses for Fall 2025 has been published.聽
- Students should plan to arrive to campus as normal for the fall. A deal that ends the lockout could happen anytime, and classes would begin or resume quickly. Residences will open as scheduled and campus dining halls/food services will remain open as well. Engaging orientation activities for new Halifax and Truro students will continue as planned.
- Campus jobs, co-op placements, clinical placements, field work placements, and internships will continue unless otherwise advised.
- All other employees (faculty and staff) outside of DFA are required to report to work as usual. This includes Grant-Paid employees and members of the CUPE, NSGEU and PSAC bargaining units, as well as members of the DPMG, senior administration, and other non-unionized employees. See:聽

"What is a lockout?" and other questions about negotiations
Why has the university locked out DFA faculty? |
When conciliation talks between parties conclude without a new collective agreement, and a 14-day cooling off period has passed, either side can choose to initiate a labour disruption (strike or lockout) to try and resolve the impasse in negotiations. Like most Canadian universities, 肉肉传媒 is facing significant financial challenges as enrolment patterns shift. These realities have shaped our negotiations with the DFA. The university is committed to offering what we can to increase compensation for faculty while, at the same time, protecting core academic activity and minimizing further significant layoffs in the years ahead. Unfortunately, the two sides have not been able to come to terms on a new collective agreement, and the DFA leadership have been delaying efforts to resolve this matter before the fall term starts. The impasse is significant enough that a labour disruption has become inevitable. If so, it is better for the university for it to happen now, in August, instead of commencing after fall term classes begin, when the consequences for students would be much more severe.

How is a lockout different than a strike? |
The effect on 肉肉传媒 is the same either way: a labour disruption occurs in which union members do not perform their work at the university. A strike and a lockout are both strategies to try and resolve the issues at the bargaining table when negotiations have not succeeded. The difference is that, in a strike, the union withdraws their labour, whereas in a lockout it鈥檚 the employer who takes the action to stop work. |
| What are the primary issues at the bargaining table? | The primary issue the parties are trying to reach agreement on is compensation. The Board鈥檚 proposal is for increases of 2%/2%/2% across the three years of the agreement. In addition to this 2%, eligible faculty would also receive annual Career Development Increment (CDI) and any promotion adjustments. DFA is seeking larger compensation increases. |
| Why is the university not able to offer the faculty larger compensation increases? | The Board is committed to a fair deal for DFA members that takes into consideration the significant financial challenges we are working to resolve in a way that minimizes the effect on current employees. There are limits to what we can offer in our current financial situation without threatening critical programs, services, and supports 鈥� not just for our students, but for faculty as well, whether it鈥檚 IT, research support, classroom and lab space investments, or so many other aspects of how we support academic work. We wish circumstances were different, and we know everyone in our Dal community feels the same way. Our faculty are the stewards of our academic mission and we want to recognize the hard work faculty colleagues undertake while maintaining as robust a faculty and staff complement as possible to deliver on that academic mission. |
| How does faculty compensation at 肉肉传媒 compare with other Canadian institutions? | Our faculty compensation is comparable to other . 肉肉传媒 is in the mid-range for faculty compensation. |
| What is the Board鈥檚 proposal on the 鈥�90/10 rule鈥�? | As of August 11, the Board has withdrawn its proposal on the 90/10 rule. |
| Why is the University building more buildings if it鈥檚 in a budget deficit? | 肉肉传媒 will continue to have a range of space needs in the coming years to support teaching, learning, research, and the student experience more broadly. Quality facilities not only support our academic community but are essential to offering an outstanding student experience 鈥� something that becomes even more critical in a competitive enrolment environment. Questions have arisen regarding the funding of the Oulton-Stanish Centre (arena). Funding for construction of this project is coming from a number of sources, including from alumni and supporters as well as substantially from revenue generation (ie. rental fees from clients who will book the facility). This will support the debt payments required over time to pay for the project. These are funding sources not available to the university to cover operating costs (including compensation costs for faculty and staff.) Major construction projects involve extensive planning, and once contracts are signed and work is underway, there are legal, financial, and logistical commitments that make pausing or stopping extremely difficult and costly. Delays can lead to contract penalties, introduce safety risks with unfinished structures, escalate costs, and disrupt project schedules. In some cases, they may also jeopardize external funding or partnerships that are tied to the project鈥檚 completion. Construction of the Oulton-Stanish Centre was paused for a time in 2022, following some preparatory work, due to market conditions in the construction industry at that time. But with tender awards and signing of contracts in the following year, construction has advanced and the project is nearing completion. |

Classes, courses and programs
| What classes would be cancelled by the lockout? | 肉肉传媒 classes taught by DFA faculty are suspended for the duration of the labour disruption. This would impact most, but not all, classes at 肉肉传媒. Many classes taught by non-DFA faculty would continue. Fall term: List of proceeding courses for Fall 2025. Summer courses and grades: Every effort will be made to ensure you can complete your courses once a lockout concludes and that your degree progress is not delayed. We have made contingency plans for courses that are not complete, for grades that have not been entered by August 31, and for thesis defenses. How will I find out what鈥檚 going on with my classes? |

Do classes in Dentistry and Medicine continue during a lockout? |
Yes, classes in Dentistry and Medicine professional programs continue, but there will be some exceptions. These exceptions will be communicated directly to students registered in those classes. |
Do online and off-campus classes still take place? |
Whether the courses is in person, online, or off-campus, all classes taught by DFA members are suspended in a lockout. Any exceptions will be communicated with students in those courses. |
What about classes in the Faculty of Open Learning and Career Development? |
Classes in Open Learning and Career Development will continue, including English as a Second Language courses, with the exception of the Transition Year Program (TYP), which will suspend all program orientations and all classes. |
What about classes at the University of King鈥檚 College? |
All classes in Early Modern Studies, History of Science and Technology and Contemporary Studies programs are suspended. |
I鈥檓 currently enrolled in summer courses. Will my courses be impacted by a labour disruption? |
Yes, all classes, exams, and thesis defenses overseen by DFA members are not held in a work stoppage. Every effort will be made to ensure you can complete your courses once a lockout concludes and that your degree progress is not delayed. We have made contingency plans for courses that are not complete, for grades that have not been entered by August 31, and for thesis defenses. More information will be forthcoming from your Faculties. |
| Can professors hold their own classes off-campus during a lockout? | No. Professors cannot hold their own classes during a labour disruption. If your professor or TA organizes any informal off-campus instruction during a lockout, you would be under no obligation to attend and you cannot be evaluated on the material unless it is covered following the lockout. University liability insurance would not apply to unauthorized off-campus instruction. |
| Will the TAs, Markers and/or Demonstrators be available during a DFA lockout? | Yes. Part-time instructors, TAs, Markers and Demonstrators are CUPE Members and will continue to work, where possible. |
| How much notice will be given to students about returning to class after a lockout ends? | After a labour disruption, the start of classes is negotiated as part of a return to work agreement. We would notify students as soon as possible when we know the date. |
| Will thesis defenses and comprehensive and proposal examinations be held during a DFA lockout? | No. All graduate thesis defenses, and comprehensive and proposal exams will be paused during a DFA lockout. Defenses would be rescheduled and your program timeline may be adjusted once the labour disruption is resolved, depending on need. | Would I still have access to email and Brightspace? | Yes, students will continue to have access to their dal.ca email and to Brightspace. However, DFA faculty members would not. Some of your courses may not appear in your Brightspace if they have not been activated prior to a lockout; this would be resolved after the lockout is resolved. |
| What would the rest of term look like after a lockout is resolved? | A back-to-class protocol will be coordinated with Senate following the end of a lockout. Changes to dates and deadlines would be evaluated based on the length of the work stoppage. Any changes to academic dates would be communicated to students directly via 肉肉传媒 email and Brightspace. |
| Will there be changes to academic term dates and deadlines as a result of a labour disruption? | 肉肉传媒 is committed to engaging all efforts to ensure degree completion for students. More information about academic dates, deadlines, and courses will be provided depending on the length of the labour disruption. |
| Will the fall study break (November 10 to 14) would be affected by a lockout? | Any impacts to the fall study break will be coordinated through Senate in its back-to-class protocol following the end of a lockout. Students may want to avoid making significant travel plans for the fall study break (if possible), as adjusting the study break could be one way the university looks to address lost class time and prioritize progression through programs if required. |
| Would the academic term be extended due to a lockout? | It is extremely rare for a university to extend the term, and Senate will only be asked to do so if it is absolutely necessary. All options to address lost class time within the current duration of the term would be explored first. |

| Will I still be able to get academic transcripts if required? | Yes, the Registrar鈥檚 Office remains open. |
University services (residence, extracurriculars, etc.)
Should I still plan to travel to campus? |
Yes, you should plan to arrive on campus as normal. A deal to resolve the lockout could be reached with very little notice, and classes could begin or resume within a day or two. |
Does the university remain open in a lockout? |
Yes, campus services remain open and staffed. That includes spaces such as:

Will Orientation activities go ahead as planned? |

Will varsity and recreational athletics still take place? Will Dalplex and the Langille Athletic Centre remain open? |
Yes, varsity and recreational/intramural athletics continue as normal and both Dalplex and the Langille Centre are open for normal hours. |
| What will be happening on campus if the term starts and classes cannot begin? | As residence and orientation activities will not be impacted by a labour disruption, additional engaging programming for impacted students will be available on all 肉肉传媒 campuses. |

Tuition and fees, scholarships, and important dates
Do I still pay tuition and fees? |
You should plan to pay tuition and fees as normal. If classes are affected, more information will be shared about add/drop dates and fee schedules. |
Would my scholarship be affected by a lockout? |
No, scholarships and financial aid will not be affected and will proceed as normal. |
| Will there be a refund if classes are cancelled or suspended? | 肉肉传媒 will engage in all efforts to ensure students can fulfill their academic requirements within the term, as to not affect degree progression. Refunds will not be offered when academic requirements for the term can be preserved and completed. |
| Will there be changes to the add/drop date and other academic deadlines? | In the event fall term classes are affected, more information will be shared about add/drop dates and withdrawal dates. |
| Would a potential delay to the term affect my study permit? | A short-term labour disruption will generally not affect your study permit or immigration status, as long as you continue to remain enrolled on a full-time basis (or part-time if in you are in your final semester of studies). International students seeking to apply for a PGWP may be impacted if there are delays relating to receiving final grades from summer term and/or delays in having their degree audit completed by the faculty/department. Please contact the International Centre if you have questions or concerns. |
International students

Are strikes/lockouts legal in Canada? |
Yes, strikes and lockouts are legal in Canada. If DFA members are picketing outside of a building you need to access for classes, they may carry signs stating the nature of their dispute, and they may ask you to honour their picket lines, but they have no right to physically block you from entering campus or to threaten you to enforce their requests. Therefore, you are entitled to enter the university鈥檚 buildings and to access services, attend any classes that are continuing, or conduct your work. |
Graduate studies and student research
| What happens if I am unable to contact with my thesis advisor or graduate supervisor due to the lockout? | Please contact the Faculty of Graduate Studies for support at graduate.studies@dal.ca or contact your program's graduate administrator. |
Are graduate or undergraduate student researchers expected to continue research activities? Will students continue to have access to facilities? |
Research work by students can continue if there is appropriate supervision and safety planning. Stipends will continue. Consult with your supervisor before a potential labour disruption on work expectations, safety issues and who approves time sheets (if applicable). |
Jobs, co-ops, and internships
Will practicums, co-op placements, clinical and field work placements, and internships continue during a DFA lockout? |
Co-op terms and internships will proceed as planned. If specific scenarios are affected, students will be contacted by their co-op office, department/faculty, or supervisor. |
| I have a job on campus. Will it continue during a lockout? | In most cases, yes. Given that most university services continue, students who are employed by the university would continue with their regular hours. Check with your supervisor for more information. |
| My job supervisor normally fills out my timesheets. What would I do? | If your employment contract requires that you fill out weekly timesheets of your hours worked, you should connect directly with your supervisor. Your supervisor can let you know whether you can continue your work during a period of labour disruption. |
Teaching/lab assistants, markers, demonstrators
Are teaching/lab assistants, demonstrators, and markers affected by a DFA lockout? |
Teaching/lab assistants, markers, and demonstrators can continue to work during a DFA lockout, but the nature of the work may change, as set out below. |
| Will I be working as a TA, lab assistant, or marker during the labour disruption? | It depends on the course and instructor. If your course instructor is a DFA member, their class will be suspended during the labour disruption. However, classes taught by non-DFA faculty (CUPE, non-union faculty, etc.) would, in most cases, continue, and you would carry out your duties as usual for those courses. |
| Will teaching/lab assistants, demonstrators, and markers be paid if their course is affected by the labour disruption? | If the course is suspended, TA, lab assistant and demonstrator work will also be paused. While you can expect to be paid the full value of your contract, your work and your pay may be delayed. |
| Will I still have access to email and Brightspace? | Yes. Teaching/lab assistants, and markers will continue to have access to their dal.ca email and Brightspace. DFA faculty members will not have access to their email during a labour disruption. |
| What happens to my scheduled lab sessions if the course instructor is a DFA member? | Lab sessions for courses taught by DFA members will be suspended. Your course instructor will let you know how the course will proceed after the labour disruption has concluded. |
| As a teaching/lab assistant, can I hold an exam? | No. Teaching/lab assistants cannot develop and/or hold exams during a labour disruption. |
| If my course instructor is locked out, can a teaching/lab assistant, demonstrator, or marker teach in their place, or run off-campus sessions for their class? | No. During a labour disruption, DFA faculty cannot hold their own classes, whether on or off campus, and no one can take over the classes for them. If your course instructor is a DFA member and their class is suspended, you should not organize or deliver course-related instruction for that class. You may only continue with work already assigned to you as a teaching/lab assistant, demonstrator, or marker. If you are asked to organize or deliver course-related instruction, the students in the course would be under no obligation to attend, and any material covered could not be evaluated unless it is later addressed in class after the strike. In addition, university liability insurance would not apply to unauthorized off-campus instruction. If put in this sort of situation, reach out to the program coordinator or equivalent academic leader within the School/Faculty. |
| As a TA, or marker, can I submit student marks via Brightspace during a labour disruption? | In some cases, this will be permitted. If unsure, you can seek clarity from the program coordinator or equivalent academic leader within the School/Faculty. |
| As a TA, can I communicate with students while the instructor is participating in a labour disruption? | Yes, TAs can communicate with students if the course instructor is part of a labour disruption. What TAs cannot do is teach new content and/or hold classes. |
Picket lines
How do I manage crossing a picket line? |
Picketers may carry signs stating the nature of their dispute, and they may ask you to honour their picket lines, but they have no right to physically block you or to threaten you to enforce their requests. Therefore, you are entitled to enter the university鈥檚 buildings and to access campus services, conduct work, or attend any classes that may be continuing. |
Faculty and staff
DFA members
Do DFA members have access to campus in a lockout? |
No, except as agreed under Article 34 of the Collective Agreement, in the case of public facilities (noted below). |
| Do DFA members have access to their 肉肉传媒 email, as well as digital services such as Brightspace, myDal, OneDrive, etc.? | No. Access to any and all services requiring a 肉肉传媒 NetID will be turned off for the duration of a lockout. Any exceptions will need to be approved through People and Culture. Please email labour@dal.ca for inquiries. |
| Can DFA members use their personal email to conduct work during a labour disruption? | No, DFA members cannot forward their 肉肉传媒 email to personal email addresses. All work-related email must stay on university servers and systems. Forwarding work emails to personal email addresses creates risk of privacy and security breaches. |
| Do DFA members have access to their campus mail? | No. Faculty should re-direct any personal mail that they are expecting. |
Do DFA members have access to fitness facilities, the University Children鈥檚 Centre, the 肉肉传媒 Arts Centre, public events on campus, etc.? |
Yes. DFA members with a fitness membership, children at the University Children鈥檚 Centre, tickets to an event at the Dal Arts Centre, or who wish to attend other regular public events on campus would be permitted as any other member of the public would be. |
| Can DFA members still continue to work in other capacities or continue their research in a lockout? | No except as agreed under Article 34 of the Collective Agreement. DFA members will not have access to research facilities, offices and other spaces to continue with their research activities. DFA members who wish research activities to continue in their laboratory or research space in their absence must complete the L. |
| Will I receive back pay when a labour disruption ends? | No. DFA members will not be compensated by the university for any period of labour disruption. Faculty members may be eligible for strike pay and should reach out to the DFA for further information. |
| What happens to my benefits during a lockout? | Benefits continue if the DFA agrees to pay both employee and employer portions. DFA has connected with Benefits to facilitate this process. |
| What happens to my pension? | The Income Tax Act does not deem periods of labour disruption as pensionable service. |
| Will faculty on leave continue to be paid? What about sabbaticals? | Bargaining unit members on sick leave, pregnancy or parental leave at the time of a lockout will not be considered part of the lockout and will continue to receive pay and benefits. DFA members will be permitted to start pregnancy and parental leave during the lockout period. Requests for sick leave will be considered on a case-by-case basis. Faculty on sabbatical will be considered part of any lockout. |
| Can DFA members take paid vacation during a labour disruption? | DFA members will not be able to take their regular paid vacation during a labour disruption. DFA members should reach out to DFA to discuss how to manage any planned vacation time. |
| What happens to applications for reappointment, tenure, etc? | The process would halt for the duration of a lockout. Application deadlines will be extended to account for any periods of labour disruption. |
| Does strike time accrue as credit towards sabbatical, etc? | This would be determined as part of the back-to-work protocol at the end of a lockout. |
| Can I still use my parking pass during a labour disruption? | Yes, parking passes will be honoured. 2024-25 parking passes are valid until the end of August. DFA members will not be able to log into the HotSpot purchasing site during a lockout. Passes will be available for purchase once a lockout concludes. |
| Would I still have access to my Purchasing Card (PCard?) | No, faculty will not have access to P-Cards. All DFA P-Cards will temporarily have their credit limit reduced to $1 so no spending can take place. |
Can DFA members incur travel expenses or purchases during a lockout? |
No. Travel and expense claims would not be reimbursed for travel or expenses incurred during a lockout. |
What if DFA members need to cancel pre-existing work travel plans? |
Travelers should make all reasonable attempts to avoid or reduce non-reimbursable travel costs in the event work travel plans are disrupted due a lockout. Reimbursement will be at the discretion of the approvers in instances where non-refundable reservations were cancelled. |
| Can DFA members write reference letters for students during a lockout? | This is at the discretion of individual faculty members. |
| As a DFA member, can I still submit tuition waivers? | Tuition waivers for the summer term will continue to be reviewed and sent to Student Accounts/FOLCD for processing up until a date of labour disruption. Fall waivers for DFA members and their dependants will not be sent to Student Accounts/FOLCD for processing. Once the labour disruption has been resolved, a decision will be made by the University on how to best handle fall tuition waivers. |
Other faculty and staff
Will members of other unions or employee groups be affected? |
No. All other employees (staff and faculty) would be required to continue to work as usual.

| Am I required and/or allowed to cross a picket line if there is a DFA lockout? | Yes. You have a right to cross a picket line, and if you are employed at 肉肉传媒 in a non-DFA position (including Grant-Paid employees, members of CUPE, NSGEU, PSAC bargaining units, as well as members of the DPMG, senior administration, and other non-unionized employees) you are required to attend work as usual which may involve crossing a picket line. In cases where employees are able to work remotely, alternate arrangements may be made at the discretion of your supervisor If you have concerns, please speak with your supervisor. |

Research FAQs
Will DFA members have access to research facilities, services, or funds during a lockout? |
No, except as agreed under Article 34 of the Collective Agreement. Note that DFA researchers must develop contingency plans for experiments or lab work involving animals that may be impacted by restricted access to facilities during a labour disruption, by completing . This includes animals in breeding colonies and animals currently enrolled in experiments. For further information about animal care during a labour disruption, .

| Will non-DFA researchers and student researchers continue to have access to facilities? What if they need to purchase supplies, or fill out forms related to pay? | Non-DFA researchers and students would continue to have access to research facilities. So that students and other research employees could continue with their work, DFA members are encouraged to designate signing authority on research accounts. DFA members who wish research activities to continue in their laboratory or research space in their absence must complete the . |
| Can research activities continue in a lab or research space if the DFA member responsible does not complete the Laboratory Safety Plan Template for Faculty Absence During a Labour Disruption? | No. Research may only continue if the is completed and submitted before the disruption. If research is suspended, the should be completed to ensure safety. If neither is done, labs could be locked or access restricted to prevent unsupervised activities, at the discretion of the Dean. |
| Will grant applications be impacted? | We are recommending that DFA members submit their grant applications as soon as possible. DFA members will not be able to access Legal Counsel鈥檚 Office or Research Services during any period of labour disruption. |
| Can grant-paid students and employees continue research during a DFA lockout? | Yes, if there is appropriate supervision and safety planning, research work by non-DFA employees can continue. Research labs should also explore whether there is work that can be done remotely by grant-paid employees and students. DFA members who wish research activities to continue in their laboratory or research space in their absence must complete the . |
| Would grant paid employees and students continue to be paid? | Monthly grant-paid employees will continue to be paid. During any labour disruption, DFA faculty members will not be able to sign off on timesheets. If there is a non-DFA members with grant signing authority to approve timesheets, this work can continue. |
| I plan to temporarily suspend research activities in the laboratory. What should I do? | If you're planning to pause research activities, please refer to the .
